SCS SB 149 -- VEHICLE EMISSIONS TESTING SPONSOR: Goode COMMITTEE ACTION: Voted "do pass" by the Committee on Environment and Energy by a vote of 16 to 0. Currently, the BAR-97 vehicle emissions testing program in Franklin County is administered jointly by the Highway Patrol and the Department of Natural Resources. This substitute makes the Department of Natural Resources solely responsible for the program. The substitute also exempts historic vehicles from the I/M-240 emissions testing requirement for the St. Louis nonattainment area. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the bill updates statutes to reflect the current administration of vehicle testing in Franklin County. The Highway Patrol is no longer involved because the BAR-97 testing program is now centralized and run by a contractor. Further, providing an emissions test exemption for historic vehicles will have little impact on air quality because the vehicles are only registered once and cannot be driven more than 1,000 miles annually.
